Dholera's headline population and jobs figures are targets, not current facts. The promotional target at full development, over about 30 years, is roughly 1 million residents and about 800,000 jobs across the SIR. An earlier target of about 80,000 jobs and 120,000 residents by 2020 has lapsed. On the ground, the Tata semiconductor fab cites more than 20,000 direct and indirect jobs, and the wider multi-fab vision speaks of about 100,000, also a target. The current population base is tiny: Dholera village recorded 2,779 people in the 2011 Census. Read every large number here as a long-horizon target that depends on the city actually being built.
Population and jobs numbers are where Dholera marketing is at its most confident and least reliable. You will see a million residents and hundreds of thousands of jobs quoted as if they exist. They do not; they are long-horizon targets tied to the city being fully built. This entry separates the targets from the base, flags the target that has already lapsed, and gives the honest current picture. Every figure is drawn from verified sources and labelled as a target where it is one.
Dholera 2047 is an independent intelligence desk. It does not sell plots and does not promote any developer. It exists to keep the numbers honest.
What the projections actually are
The big promotional projection is that, at full development over about 30 years, the SIR could reach roughly 1 million residents and about 800,000 jobs. These are targets, aspirations tied to the full roughly 920 sq km being built, not figures that describe Dholera today. It is essential to read them that way, because the gap between a target for 2040 and the reality of 2026 is enormous. For the build schedule those targets depend on, see the timeline and phases.
The target that already lapsed
There is an instructive precedent. An earlier target aimed for about 80,000 jobs and roughly 120,000 residents by 2020. That target has lapsed; it was not met on schedule. This matters because it is direct evidence that Dholera's projections can slip, and it tempers confidence in the larger 2040 targets. A projection is only as good as the build behind it, and the lapsed 2020 target shows the build has run behind the promises before. See the completion date.
Jobs: what is anchored versus aspirational
On jobs, it helps to distinguish the anchored from the aspirational. The most concrete number attaches to the Tata Electronics and PSMC semiconductor fab, which cites more than 20,000 direct and indirect jobs, with a wider multi-fab vision speaking of around 100,000, itself a target. Beyond that, the SIR-wide figure of more than 800,000 jobs at full development is a target across all sectors: defence, aviation, electronics, pharma, heavy engineering, auto, general manufacturing, agro and food processing, metals and renewables. The fab number is grounded in an approved project; the SIR-wide number is a projection. See Dholera jobs and employment and the industries and sectors.
The numbers in context
| Metric | Figure | Status |
|---|---|---|
| Population at full development | ~1 million | Promotional target, ~30-year horizon |
| Jobs at full development | ~800,000 | Target across all SIR sectors |
| Earlier 2020 target | ~80,000 jobs / ~120,000 residents | Lapsed, not met on schedule |
| Tata fab jobs | More than 20,000 direct + indirect | Tied to an approved project (target) |
| Multi-fab vision jobs | ~100,000 | Long-range target |
| Current base | Dholera village 2,779 (Census 2011) | Durable fact |
The honest base today
Against those targets, the current base is small. The most concrete population fact is the 2011 Census figure for Dholera village: 2,779 people, in 576 households, with about 80 percent literacy. The taluka-wide current population is not reliably sourced here. The point is not to belittle the project but to anchor expectations: Dholera is building toward a million-person target from a base of a few thousand, which is exactly why the horizon is measured in decades, not years.
What would make the projections real
Projections become reality only if the anchors multiply and the phases complete. Today the region has one major fab under construction, about 300 MW of solar commissioned, an operational expressway and an airport under construction. Each additional employer and each completed phase moves the population and jobs base toward the targets. But none of it is guaranteed, timelines have slipped before, and no government source guarantees the projected outcomes. See the semiconductor fab and the investment risks.
