What a TP scheme is and how many Dholera has
A Town Planning scheme is the legal mechanism Gujarat uses to convert raw land into a planned layout: the authority pools the land, plans roads and infrastructure, reserves land for public use, and gives each landowner a reconstituted Final Plot in return. Dholera SIR is divided into six such schemes, TP1 to TP6, and all six draft schemes have been sanctioned. This is important because land inside an approved TP scheme is treated as Non-Agricultural by Gujarat rule, which is a key legal status for construction. Phase-I: TP1 and TP2
Phase-I of Dholera is TP1 and TP2, which together cover about 153 sq km. TP1 is about 51 sq km, roughly 12,750 acres, and TP2 is about 102 sq km, roughly 25,000 acres. TP2 is the heart of what is actually built today, because it holds the Activation Area of about 22.5 sq km, the phase-1 plug-and-play demo zone where trunk infrastructure was laid first, along with the ABCD building. The other schemes: TP5, TP6 and the unknowns
Beyond Phase-I, TP5 is about 75 sq km and TP6 is about 67 sq km. The areas of TP3 and TP4 are not reliably sourced, so we do not print a figure for them. This honesty matters: a lot of marketing material quotes precise numbers for every scheme, but the verifiable public record does not support all of them. Treat any confident TP3 or TP4 area you see elsewhere as unverified until you can check it against a DSIRDA planning document.

How the land is zoned
Within the schemes, Dholera's master plan sets out a mix of land uses: industrial, residential, mixed-use, recreation and tourism, and a dedicated Knowledge and IT Zone, which is where the ABCD building and the city command centre sit in TP2. Exact zoning percentages, the share of each use, are not reliably sourced, because they live inside the detailed DSIRDA Final Development Plan documents rather than in headline summaries. Why the Final Plot number matters when you buy
For a buyer, the TP scheme and the Final Plot number are not paperwork trivia; they are among the documented drivers of a plot's status and value. A plot with an allotted Final Plot number inside a sanctioned TP scheme has a clear planned identity and Non-Agricultural status, whereas raw agricultural land marketed as being in the SIR without that status is a documented red flag. Proximity to the Activation Area, the TP-scheme status, the Final Plot number and nearness to the airport, expressway and central spine are the documented factors that move value. How this fits the phasing
The TP schemes map onto the city's phased build. Phase-I concentrates on TP1 and TP2 and the Activation Area within them, which is why the built zone is small relative to the roughly 920 sq km whole. Later schemes come in subsequent phases across a timeline running toward 2040 to 2042, an end year stated inconsistently across sources.
