Dholera Trunk Infrastructure and Roads: What Is Built
⚡ Key answer

Trunk infrastructure is the backbone of the Dholera smart city, and it is one of the region's most concrete achievements. The roughly 22.5 sq km Activation Area already has an internal road network reported at about 72 km, with roads 18 to 70 metres wide, pedestrian and cycle lanes, and a reserved rapid-transit corridor, alongside underground utilities and drainage. The 109 km Ahmedabad-Dholera Expressway, reported inaugurated on 31 March 2026, is the road backbone connecting the region to Ahmedabad. The Gujarat Budget 2026-27 proposed Rs 610 crore to extend trunk and logistics infrastructure beyond the Activation Area. So the road and trunk layer is genuinely built for phase one and being funded to expand.

Trunk infrastructure is the least glamorous and most important part of building a city. It is the roads, utilities and drainage that everything else depends on, and it is where a greenfield project either proves itself or stalls. On this measure Dholera has genuinely delivered for its first phase. This page sets out what is actually built in the way of roads and trunk infrastructure, the funding proposed to extend it, and the honest boundary between the developed Activation Area and the vast, still-undeveloped rest of the region. Every figure is dated and labelled.

The short answer

Dholera's trunk infrastructure is real and built for its first phase. The roughly 22.5 sq km Activation Area has an internal road network reported at about 72 km, with roads from 18 to 70 metres wide, pedestrian and cycle lanes, and a reserved rapid-transit corridor, plus underground utilities and drainage. The 109 km Ahmedabad-Dholera Expressway, reported inaugurated on 31 March 2026, is the operational road backbone to Ahmedabad. The Gujarat Budget 2026-27 proposed Rs 610 crore to extend trunk and logistics infrastructure beyond the Activation Area. Outside phase one, most of the region is still farmland and future schemes.

The Activation Area road network

The most developed part of Dholera is the Activation Area, the plug-and-play demonstration zone inside Town Planning Scheme 2. Its internal road network is reported at about 72 km, built to a modern hierarchy of widths from 18 to 70 metres, so that arterial roads, collector roads and local streets each get an appropriate cross-section. The design includes pedestrian and cycle lanes and, importantly, a reserved corridor for future rapid transit, which means the roads were laid out to accommodate a mass-transit line rather than needing to be dug up later. For the fuller picture of this zone, see our Activation Area page.

Roads are only the visible layer. Underneath them, the Activation Area was built with underground utilities, including power and ICT ducts, piped natural gas, potable and recycled water lines, and drainage, with stormwater directed into a man-made canal reported at about 6.5 km. Putting utilities underground alongside the roads is a deliberate smart-city choice: it keeps the streetscape clear and makes maintenance predictable. This integrated trunk layer is what lets Dholera market plots as plug-and-play. For how these utilities work, see our smart-city utilities page.

  • ~72 km internal roads across the Activation Area, 18 to 70 metres wide.
  • Pedestrian and cycle lanes integrated into the road cross-sections.
  • A reserved rapid-transit corridor designed in from the start.
  • Underground utilities for power, ICT, gas, water and drainage.
  • A ~6.5 km stormwater canal managing drainage on flat coastal land.

The expressway backbone

Internal roads are only useful if the region connects to the outside, and that is the role of the Ahmedabad-Dholera Expressway. It is a 109 km, four-lane, access-controlled greenfield road, expandable to eight lanes, with a design speed of 120 km/h, built by NHAI. It was reported inaugurated on 31 March 2026 and is operational, cutting travel time from Ahmedabad from roughly two hours or more to about 40 minutes to an hour, depending on the source. In July 2026 an extension of the expressway toward Bhavnagar was announced. This road is the single most important connectivity asset Dholera has, because it turns the region from remote to reachable. See our expressway page for detail.

The funding to extend it

Trunk infrastructure only reaches its potential if it keeps expanding beyond the first zone, and there is a fresh, sourced signal of that intent. The Gujarat Budget 2026-27 proposed Rs 610 crore for trunk and logistics infrastructure at Dholera SIR under Phase 1, earmarked to extend roads, utilities and services beyond the completed Activation Area. That is a reported budget allocation rather than completed work, but it is a concrete indication that the state intends to widen the developed footprint rather than stop at the demonstration zone. Separately, in late 2025 the Union road ministry pledged large NHAI spending in Gujarat, part of the highway network that serves the corridor.

Keep the boundary honest: the roughly 72 km network and integrated utilities apply to the roughly 22.5 sq km Activation Area, about 4% of the developable land. Most of the 920 sq km region is still farmland and future Town Planning schemes. The trunk infrastructure is genuinely built, but only for phase one.
Neutral note: Dholera 2047 is independent and does not sell plots. This page reports the trunk and road layer as sourced infrastructure, including what is built and what remains future work.

Why this matters most

Of all Dholera's claims, the trunk infrastructure is the most defensible, because it is physical, dated and visible. A skeptic can reasonably question a jobs target or a completion year, but the roads, canal, utilities and expressway are on the ground. This is the strongest evidence that Dholera has crossed from a paper master plan into a partly built city, and it is why the honest reading of 2026 is that Dholera is an infrastructure story ahead of a living-city story: the bones are in for phase one, even as the rest of the region waits.

Frequently asked questions

How much road is built at Dholera?
The Activation Area has an internal road network reported at about 72 km, with roads from 18 to 70 metres wide, plus pedestrian and cycle lanes and a reserved rapid-transit corridor. Separately, the 109 km Ahmedabad-Dholera Expressway connects the region to Ahmedabad and is operational.
What is trunk infrastructure at Dholera?
It is the backbone layer of roads, underground utilities and drainage. In the Activation Area this includes about 72 km of roads, underground power, ICT, gas and water lines, and stormwater directed into a roughly 6.5 km canal. It is what allows plots to be marketed as plug-and-play.
Is the Dholera expressway open?
Yes. The 109 km Ahmedabad-Dholera Expressway was reported inaugurated on 31 March 2026 and is operational, cutting travel from Ahmedabad to roughly 40 minutes to an hour. An extension toward Bhavnagar was announced in July 2026.
How much is being spent to extend Dholera's trunk infrastructure?
The Gujarat Budget 2026-27 proposed Rs 610 crore for trunk and logistics infrastructure at Dholera SIR under Phase 1, to extend roads, utilities and services beyond the Activation Area. That is a reported budget allocation, not completed work.
Is the whole region's road network built?
No. The developed trunk infrastructure applies to the roughly 22.5 sq km Activation Area, about 4% of the developable land. The rest of the roughly 920 sq km region is still farmland and future Town Planning schemes awaiting trunk infrastructure.
