The 109 km Ahmedabad-Dholera Expressway, reported inaugurated on 31 March 2026, is the road backbone connecting the region to Ahmedabad. The Gujarat Budget 2026-27 proposed Rs 610 crore to extend trunk and logistics infrastructure beyond the Activation Area. So the road and trunk layer is genuinely built for phase one and being funded to expand.
Trunk infrastructure is the least glamorous and most important part of building a city. It is the roads, utilities and drainage that everything else depends on, and it is where a greenfield project either proves itself or stalls. On this measure Dholera has genuinely delivered for its first phase. The Activation Area road network
The most developed part of Dholera is the Activation Area, the plug-and-play demonstration zone inside Town Planning Scheme 2. Its internal road network is reported at about 72 km, built to a modern hierarchy of widths from 18 to 70 metres, so that arterial roads, collector roads and local streets each get an appropriate cross-section. The design includes pedestrian and cycle lanes and, importantly, a reserved corridor for future rapid transit, which means the roads were laid out to accommodate a mass-transit line rather than needing to be dug up later. Roads are only the visible layer. Underneath them, the Activation Area was built with underground utilities, including power and ICT ducts, piped natural gas, potable and recycled water lines, and drainage, with stormwater directed into a man-made canal reported at about 6.5 km. Putting utilities underground alongside the roads is a deliberate smart-city choice: it keeps the streetscape clear and makes maintenance predictable. The expressway backbone
Internal roads are only useful if the region connects to the outside, and that is the role of the Ahmedabad-Dholera Expressway. It is a 109 km, four-lane, access-controlled greenfield road, expandable to eight lanes, with a design speed of 120 km/h, built by NHAI. It was reported inaugurated on 31 March 2026 and is operational, cutting travel time from Ahmedabad from roughly two hours or more to about 40 minutes to an hour, depending on the source. In July 2026 an extension of the expressway toward Bhavnagar was announced. The funding to extend it
Trunk infrastructure only reaches its potential if it keeps expanding beyond the first zone, and there is a fresh, sourced signal of that intent. The Gujarat Budget 2026-27 proposed Rs 610 crore for trunk and logistics infrastructure at Dholera SIR under Phase 1, earmarked to extend roads, utilities and services beyond the completed Activation Area. That is a reported budget allocation rather than completed work, but it is a concrete indication that the state intends to widen the developed footprint rather than stop at the demonstration zone. Separately, in late 2025 the Union road ministry pledged large NHAI spending in Gujarat, part of the highway network that serves the corridor.
Why this matters most
Of all Dholera's claims, the trunk infrastructure is the most defensible, because it is physical, dated and visible. A skeptic can reasonably question a jobs target or a completion year, but the roads, canal, utilities and expressway are on the ground. This is the strongest evidence that Dholera has crossed from a paper master plan into a partly built city, and it is why the honest reading of 2026 is that Dholera is an infrastructure story ahead of a living-city story: the bones are in for phase one, even as the rest of the region waits.
