Dholera and Sanand are both industrial stories in Ahmedabad district, but they sit at opposite ends of the maturity curve. Sanand is an established GIDC industrial town near Ahmedabad, long known for automobile manufacturing and now reported to be home to a Micron semiconductor assembly and test facility, with real occupancy and a track record. Dholera SIR is a greenfield industrial and manufacturing smart city of about 920 sq km on the Gulf of Khambhat coast, roughly 100 km southwest of Ahmedabad, built under the Gujarat Special Investment Region Act of 2009 as the largest node of the Delhi-Mumbai Industrial Corridor, and still in early build-out. Sanand is compact and proven; Dholera is large-scale, early and long-horizon.
Investors in Ahmedabad district often line up Dholera and Sanand because both are industrial locations within reach of the city, and both now carry semiconductor headlines. The comparison is fair only if you keep it honest, because the two are at very different stages and were built in very different ways. This entry sets them side by side on positioning, stage and focus. Every Dholera figure is drawn from verified sources. For Sanand we keep the points general and avoid quoting numbers we cannot source here, because the goal is a fair frame, not false precision.
Dholera 2047 is an independent intelligence desk. It does not sell plots in either place and does not promote any developer. It exists to help you compare clearly.
The one-line difference
Sanand is an established GIDC industrial town in Ahmedabad district, with functioning factories, existing workforce catchment and a proven track record in automobile manufacturing. Dholera is a greenfield industrial and manufacturing smart city of about 920 sq km still in early build-out, a node of the Delhi-Mumbai Industrial Corridor, with most of its area yet to come. In short, Sanand is a working industrial estate you can inspect today, and Dholera is a long-horizon region whose first chapter is only now on the ground.
Positioning: why each place exists
Sanand grew as an industrial estate within an existing urban catchment near Ahmedabad, anchored by large automobile plants and their supplier ecosystem, and it functions as a brownfield-style manufacturing hub close to established roads, labour and city services. Dholera is different by design. It was created under the Gujarat Special Investment Region Act of 2009 and developed as the largest node of the Delhi-Mumbai Industrial Corridor, planned from scratch on flat coastal land with trunk infrastructure laid before construction. Where Sanand extends an existing industrial belt, Dholera is a new industrial base built on a blank canvas. For the foundation, see the DMIC explained and the master plan.
Stage of build: the decisive gap
This is the difference that matters most. Sanand is operating and occupied, with a history of manufacturing you can verify on the ground. Its planning risk was resolved long ago. Dholera is early. Its Activation Area of about 22.5 sq km carries trunk infrastructure, the Ahmedabad-Dholera Expressway is reported operational, and anchor projects such as the Tata semiconductor fab and the airport are under construction, but the large majority of the roughly 920 sq km region is still to be built across a phased timeline running toward 2040 to 2042, an end year stated inconsistently across sources. One is a proven estate; the other is asking you to underwrite the next 15 years or more. See the timeline and phases and the Activation Area.
The shared semiconductor thread
The reason the two are compared today is chips. Sanand is reported to host a Micron semiconductor assembly and test facility, part of India's semiconductor push, while Dholera is home to the Tata Electronics and PSMC fabrication plant, approved in 2024 with an investment of Rs 91,000 crore and under construction. These are different links in the same chain: assembly and test in Sanand, front-end fabrication in Dholera. Both benefit Gujarat's electronics ecosystem, but they are not the same kind of facility, and neither by itself guarantees returns on nearby land. For the fab detail, see the semiconductor fab and the semiconductor ecosystem.

What each place teaches an investor
Sanand is instructive as a working template: it shows that an industrial location in Gujarat can attract large manufacturers and mature into an occupied estate. But it also shows the difference between a functioning hub and a region still being built. Reading Dholera through that lens sets a realistic horizon and tempers any promise of quick, assured returns. Claims of guaranteed appreciation are speculative marketing, not fact, and no government source guarantees appreciation in Dholera. For the balanced view, see Dholera investment risks and is Dholera safe to invest in.
Which one fits you
If you want proximity to a working, occupied industrial town with an established track record, Sanand is that kind of location. If you are a long-horizon investor comfortable with an early-stage greenfield region and its risks, in exchange for entering before the region matures, Dholera is that kind of play. They are not really substitutes; they are different points on the industrial-development journey. For a starting frame, see Dholera for first-time investors.
