Electronics System Design and Manufacturing, or ESDM, is the sector Dholera is most credibly positioned for, because it flows directly from the region's flagship anchor: the Rs 91,000 crore Tata Electronics and PSMC semiconductor fab now under construction. A fab pulls in a dense supplier ecosystem of gases, chemicals, materials, packaging and assembly, and that gravity is the real basis of Dholera's electronics case. Confirmed capital sits with the Tata fab itself. Around it, several reported MoUs exist, including Jabil for silicon-photonics manufacturing and INOX Air Products for electronic specialty gases, but these are announced, not yet built. Micron, often confused with Dholera, is in Sanand, not here.
Of all the sectors Dholera is planned for, electronics is the one with the strongest factual spine, because it is anchored by a real project rather than an intention. The Tata Electronics and PSMC semiconductor fab, approved by the Union Cabinet in February 2024, is the gravity well. Around it, the Dholera Industrial City Development Ltd (DICDL) sector list names electronics and semiconductors as a priority zone, and a set of suppliers has begun signing memoranda of understanding. This page separates the confirmed anchor from the reported, announced-stage ecosystem, and clears up a common mix-up with Sanand.
The short answer
Dholera's electronics and ESDM opportunity rests on one confirmed anchor and a ring of reported activity around it. The confirmed anchor is the Tata and PSMC fab, a Rs 91,000 crore project that is genuinely under construction. The reported ring includes MoUs such as Jabil for silicon-photonics and high-tech manufacturing, and INOX Air Products for electronic specialty gases, both announced rather than built. The honest framing is a bankable chip fab drawing an emerging supplier cluster, not a finished electronics city.
The fab is the anchor that makes the sector real
A semiconductor fab does not sit alone. It consumes ultra-pure gases and chemicals, precision materials, and a stream of maintenance and calibration services, and its output usually feeds nearby packaging, assembly and testing. That is why a single large fab tends to seed a wider electronics cluster: the suppliers want to be close to the customer. The Tata fab targets up to 50,000 wafers a month on 300mm wafers at mature and specialty nodes from 28 to 110 nm, which are the workhorse geometries behind power-management chips, display drivers, microcontrollers and high-performance-computing logic. That demand profile is exactly what an ESDM ecosystem forms around. For the full detail on the fab, see our Dholera semiconductor fab page and the wider semiconductor ecosystem guide.
The reported supplier ring
Beyond the fab, a set of companies has publicly signalled intent to build at Dholera. These are reported MoUs and announcements, not confirmed, operational capital, and they should be read that way. Two are specific enough to be worth naming with their sourced figures:
- Jabil: a reported MoU with the Gujarat government for silicon-photonics and high-tech manufacturing, figure cited at roughly Rs 1,000 crore. [Reported, MoU]
- INOX Air Products: a reported roughly Rs 500 crore electronic-specialty-gas hub with an Air Separation Unit (about 200 TPD), positioned to supply ultra-high-purity gases to the fabs and to a solar-cell facility, with cold-box structure reported erected. [Reported, quite specific]
- Others in industry lists: names such as Tillman Global, L&T, Tsingshan, NextGen Semiconductors and Grew Energy appear in momentum coverage. Treat these as least-verified until a primary source confirms.
| Player | Reported role | Status |
|---|---|---|
| Tata Electronics + PSMC | 300mm semiconductor fab, Rs 91,000 cr | Confirmed, under construction |
| ASML | Lithography MoU with Tata | Reported MoU, 17 May 2026 |
| Jabil | Silicon photonics, ~Rs 1,000 cr | Reported MoU |
| INOX Air Products | Specialty gases + ASU, ~Rs 500 cr | Reported, cold-box erected |
| Industry-list names | Various electronics / high-tech | Momentum only, unverified |
Why the ESDM case is credible but early
The reason to take Dholera's electronics story seriously is that it starts from a real customer, not a hope. Most industrial parks try to attract manufacturers to an empty grid. Dholera can point to a Rs 91,000 crore fab under construction and a world-tier lithography partner in ASML engaging with it. That changes the pitch to suppliers from speculative to specific. At the same time, the honest read is that the ecosystem is emerging: the fab itself is only around half civil-complete as of May 2026, and most of the supplier MoUs are announcements yet to break ground.
For a region, an ESDM cluster is attractive because it is dense in jobs and deep in the supply chain. Fabs and their suppliers employ engineers, technicians and services staff, and they anchor further advanced manufacturing nearby. That is the intended effect across the region's planned industrial sectors, and it is why the electronics zone is treated as the flagship rather than one option among many.
The infrastructure that supports it
Electronics manufacturing is demanding on utilities: clean, uninterrupted power, large volumes of treated water, specialty gases and reliable logistics. Dholera's supporting layer is why the sector is plausible here. The Activation Area already has underground power and ICT ducts, a water treatment plant and internal roads, the 109 km Ahmedabad-Dholera Expressway is operational, an international airport is under construction, and the solar park supplies clean power. INOX's specialty-gas plan sits directly inside this logic, supplying the gases a fab consumes daily. Read together, the utilities and the anchor explain each other.
