Dholera's master plan reserves land for social infrastructure, education, health, recreation and a Knowledge and IT Zone, as part of its residential and mixed-use zoning. What is built today is the physical and digital backbone: the Activation Area of about 22.5 sq km carries trunk utilities, a water treatment plant, about 72 km of internal roads with pedestrian and cycle lanes, and the ABCD building with an operational city command centre. Named schools, hospitals and civic facilities inside the SIR are largely still to come and are not reliably sourced today, so residents currently rely on Ahmedabad and nearby towns. Social infrastructure in Dholera is best read as planned and early, not established.
Social infrastructure, the schools, hospitals, civic amenities and community spaces that make a place liveable, is one of the most important and most overstated topics in Dholera content. Marketing images promise a fully serviced city; the honest position is that the master plan reserves land for these uses, the backbone is built, but named social facilities inside the SIR are largely still to come. This entry separates the planned from the built, and says clearly where the record is silent. Every figure is drawn from verified sources; where something is not reliably sourced, we say so.
Dholera 2047 is an independent intelligence desk. It does not sell plots and does not promote any developer. It exists to give you the honest picture.
What the master plan reserves for social life
Dholera's master plan is built on a mix of land uses that includes residential, mixed-use, recreation and tourism, and a dedicated Knowledge and IT Zone, alongside its industrial core. Within that framework, land is intended for the education, health and civic amenities a populated city needs. So the provision for social infrastructure exists in the plan as reserved land and zoning. What the public record does not reliably give is a list of named, built schools and hospitals operating inside the SIR today, so we do not print one. See the master plan and the TP schemes and zones.
The backbone that is actually built
What genuinely exists today is the physical and digital backbone of a city. The Activation Area of about 22.5 sq km carries underground utilities, including power, water with smart meters, piped natural gas and ICT and fibre ducts, a recycled-water network, a water treatment plant of about 50 MLD, and an internal road network of about 72 km with pedestrian and cycle lanes. The ABCD building houses the City Integrated Operations Centre, the ICCC, reported operational, which monitors utilities, traffic, lighting, surveillance and environment. This is the infrastructure social facilities would plug into. See the smart-city utilities and the ABCD building.
What is not yet here, stated plainly
An honest guide names the gap. Named, operating schools, colleges, hospitals and large civic institutions inside the SIR are not reliably sourced today. Residential habitation is still early, and social infrastructure typically follows residents rather than preceding them. That means people connected to Dholera currently rely on Ahmedabad and nearby towns for established schools, hospitals and daily services. Anyone counting on a full complement of social amenities inside the SIR right now should treat that as a future provision, not a present fact. See life in Dholera.
Planned versus built at a glance
| Category | Status today | Notes |
|---|---|---|
| Trunk utilities | Built | Power, water, gas, ICT in Activation Area |
| Roads and mobility | Built | ~72 km internal roads with pedestrian and cycle lanes |
| Digital governance | Built | ICCC in ABCD building, reported operational |
| Education (schools, colleges) | Planned / early | Named facilities in SIR not reliably sourced |
| Health (hospitals, clinics) | Planned / early | Named facilities in SIR not reliably sourced |
| Civic and community | Planned / early | Reserved in zoning; build follows residents |
What residents rely on now
In practical terms, the region leans on its surroundings for social infrastructure while the city fills in. Ahmedabad, about 100 km southwest and now roughly 40 minutes to an hour away via the expressway, provides established hospitals, schools, colleges and markets. Nearby towns supply everyday services. This is normal for an early-stage greenfield city, but it is important to state, because a buyer choosing Dholera for immediate family amenities would be relying on Ahmedabad rather than on facilities inside the SIR. See the connectivity overview.
Why the sequence is deliberate
The plug-and-play model deliberately builds the backbone, utilities, roads and digital governance, first, so that social and commercial development can plug in as demand arrives. That is why the ICCC and utilities exist before a populated community does. It is a coherent strategy, but it does mean social infrastructure is a lagging layer by design, arriving as the city populates across a timeline running toward 2040 to 2042, an end year stated inconsistently across sources. See the timeline and phases.
